New GDA Report Shows Impact of Data Restrictiveness in Global Economies

The new GDA report illustrates how certain obstacles to the international transfer of personal and non-personal data can impact businesses of all sizes and the global economy.
This has been a banner week for international data transfers between the EU and the US, with the official launch on Monday of the EU-US Data Privacy Framework (see here), ending three years of legal uncertainty for transatlantic transfers of personal data. But the EU’s restrictive ranking is not the result of data transfer rules around its landmark General Data Protection Regulation, which took effect in 2018, said Joseph Whitlock, Executive Director of the Global Data Alliance.
“The reason for the EU’s ranking does not relate specifically to GDPR, but rather to digital sovereignty measures adopted or proposed in more recent years,” Whitlock told reporters at a press conference. Had the ranking been done between 2018 and 2020, when the GDPR was in effect but not other digital sovereignty rules, the EU member states would have been included in the least restrictive category, he said.
